PC desktop won't reboot and Ethernet problems.

Hello my pc desktop won't restart or shut down stay on the shutting down screen and I have problem on the connection network on Ethernet port as we'll. if someone has know to resolve the problem welcome the help. This is happens on both windows XP and 7. Actually this happens when my video card was gone 8800 GTS and I replace it with MSI 460 Cyclone. I'm wait respond on this issue pls.

did you uninstall the old video card drivers and software before you added the new card and drivers?
sometimes software can mess with the systems.

Both windows was fresh installation and the driver was install by the CD provide with a card. My first card start with vertical lines on bios and windows screen as we'll, so I get a new one and start with this problems. I'm out of idea what is going on really.
