Pc Display problem.

My dad has an Emachines W3622. It stopped displaying anything on the monitor recently. I at first thought it was the I/O panel on the motherboard, but the usb ports will charge my phone so I know they get power. I replaced the monitor cable, used a different monitor still no display. Power works fine, computer turns on, heatsink fan starts up, hdd works. all this leads me to believe the motherboard is working and that it may be the processor. Does this seem possible? I dont want to replace a cpu thats not broken. Thanks in advance.
 
I've tried another monitor. No luck. It doesn't register a wireless mouse or a keyboard either. It doesn't have a graphics card in it, as they never needed one with just daily tasks and internet stuff. I'll try removing the ram and reseating it and see if that works.
 
It starts up. lights come on, fans run, etc. But nothing ill display, mouse won't connect, speakers wont work so on so forth. Nothing plugged into the i/o panel will work except phone chargers and the like.
