Question PC does not boot after installing new ram, beeping suggests PSU failure?

Hi all, I know this type of question has been asked and solved numerous times, but I haven't found a solution yet undortunately.

I decided to upgrade from 4x2GB to 2x8GB. My mobo should in theory support this, but as soon as I turn the PC on, I get continuous beeping, which suggests a PSU failure apparemtly.
However, when I reinstall the old RAM, all is well, so this should rule that out right?

The new ram:
2x M393B1K70DH0-YK008 8 GB DDR3 1600 MHz ECC
My mobo:
Gigabyte ga-z97-d3h

I tried installing the new sticks seperately, same thing. I tried all the slot combos, same thing.

I'm really hoping someone can provide some insights. Thanks!

cmos reset then try only 1 of the new ram module also was this one on board list .
