PC does not fully turn off (PLEASE HELP!)

Hi,

I am having a power issue with my PC. I recently purchased a "Inateck Superspeed 7 Ports PCI-E to USB 3.0 Expansion Card" for more USB 3.0 slots to run my Oculus rift sensors.

I also have a "Cable Matters Active USB 3.0 Extension Cable" with a 5v power supply to add more power due to the length of the cable. The problem I am having, is when I turn-off the PC, it does not fully shut off, some of the fans, and lights will remain on. I think it is caused by the USB extension cable with the 5v power supply that is connected to the USB port. Does anyone know how to fix this so that my PC can fully shut-off? Please help.....

disable fast startup in control panel, and possibly switch off your psu when shutting down.

If you remove the USB expansion will it shut off properly? If it does then I'd check the bios settings and or the manufacturers website for clues.
