PC does not shut down

hey I recently bought a new PC. This is my second computer but my first mini ITX build.

My question is my case come with 2 power LED connectors. One with 2 sockets and the other one with 3 sockets with the middle one empty. In the motherboard user guide show that I have to plug a reset switch cable in the front panel connectors but my case doesn't come with one. I am totally lost I don`t know what to do for the JFP1, JFP2 front panel connectors. The problem is that when I turn on the PSU power my computer turn on also and when I try to turn off my computer it never shut down it reboot itself. The only way I can shut down my PC is by turning off my PSU power. There is a blue light on my motherboard that doesn't stop blinking next to the 24 pin PCI-E power cable. Please help me I cant find a solution to this problem.

Can you shut down your computer from the menu, or shut down is not an option from the menu? How long has this been occurring or you have made some changes to your computer settings prior to this occurring?

When I shut down from the menu it automatically reboot itself and the problem been occurring From the beginning of my build the past 2 days. I didn't make any changes in my bios settings or windows settings everything is set perfectly I think.
