Question PC doesn't boot and fans go really loud

So i got this second hand HP Compaq without a cpu and no hdd, i got an i5 2400 off Ebay and plugged an hard drive i had around.

The thing is when i try to boot the PC i get no image the Motherboard doesn't beep, monitor goes into power save mode and the PC fans after a minute go really really loud

I dont think this is a cpu issue, im thinking maybe its the MB or the power supply, the Motherboard green light turns on aswell

I have removed the cmos battery for a couple of minutes didn't help

I reseated the RAM nothing

Tried booting with one stick of RAM

Removed the GPU and tried booting using the motherboard VGA connection same issue happens

So i dont really know what is causing the issue..

Might just be an overheating issue, do you have a CPU cooler installed? Also, please list full specs, which can be detected with fair accuracy at www.userbenchmark.com
