PC Doesn't boot | Fans and lights activate | No image on the monitor

Hello,
All the lights and fans turn on but no image on the monitor (the GPU fan goes from a low speed to a very high speed every few seconds) when I try to turn on my computer. So after doing some research online, I have bought a new motherboard and a new power supply but I still have the same problem. I have also tried using 2 different graphics cards and 2 different ram sticks but nothing changed.

Things I have tried:
- Changing the GPU
- Changing the ram
- Changing the motherboard
- Changing the PSU
- Clearing CMOS

Almost forgot the mention that there is no beep code and the motherboard does not have onboard graphics.

specs:
PSU: Corsair CP-9020098-UK VS Series ATX/EPS 80 PLUS Power Supply Unit, 650 W
Motherboard: Gigabyte 970A-DS3P AMD 970
Memory: 8GB DDR3 1600Mhz Crucial Ballistix
CPU: AMD FX-8150 Eight-Core
GPU: Sapphire R9 270x 2GB

Tonight I am going to leave the BIOS battery out to see if that does anything.

Have you checked if you plugged everything in correctly. If you have tested everything and nothing has worked then you might just want to restart. If you have another AM3+ CPU have you tested it because it could be there too. I have the same motherboard in my system right now and have not had a problem with it. Make sure your CPU fan is connected correctly because some motherboards will turn on, but will not actually do anything.
