Question pc doesnt boot help!!

Hello, i just finished my pc
specs
mobo b550m aorus elite
ryzen 5 5500
16gb ram
gtx 1050 2gb
psu inter tech 650w
the problem is when i power on the pc, there is a short beep, no fans but the psu one spinning, i thought that the bios might the problem so i tried to q flash plus method following every step, but no q flash light coming on, although the mobo box says ryzen 5000 series desktop ready
could it be a faulty mobo?

intertech psu? test with a better quality/brand psu ?
