Question PC doesn't boot, Red BOOT light

So I replaced my motherboard and CPU, pluged everything in and when I press the power button, a series of lights on the motherboard turn on and then VGA and BOOT lights flash a couple of times and the light stays on, on BOOT.
Motherboard: Gigabyte Z390D
CPU: I7 9700K
GPU: Gigabyte GTX 1070
Memory: Kingston HyperX Black Fury 16GB
PSU: Fortron Raider 650W Silver
CPU Cooler: Raijintek Triton 240 AIO

I loosend up the screws that hold the motherboard and it's still the same but now the light on the CPU Cooler flashes a couple of times then it stays on with the red BOOT light.
