Question PC doesnt boot unless i switch off power supply for 30 Secs

Ok so im at my wits end

Specs
Windows 11
Ryzen 5600x - (brand new)
gigabyte b450 pro wifi (brand new)
gigabyte 5700xt - older
and corsair ram 2x8gb - older
Seasonic m12ii 620 upgraded to corsair cx750M (brand new)


Some background
So slightly older pc - built it in 2017, and have been upgrading parts thru the years. i hadnt used it for a year in between, and was told by my it guy that the motherboard was bust... and when i fixed it start of this year, i replaced the motherboard and cpu.

So everything was working fine before i go on a vacation. After i come back pc doesnt boot. Tried usual trouble shooting and thought maybe reseating ram boots it but turns out it used to only boot after i keep power off for 30sec. Do this for another 2-3 weeks everytime i want to start up - switch off psu for 30 secs and it after that it boots proper. if i dont the boot sequence starts and halts at VGA led. fans start spinning fast and slow down when it gets to VGA. if it boots there are no issues or artifacts on screen whatsoever. I can play demanding games and 0 issues. if i put it to sleep or switch it off even for a min, it wouldnt boot. if restarted through start menu or through a crash it would reboot normally.

and now for the last 3 days the usual fix also isnt working, no matter how long switch off psu it doesnt power on. Figured maybe the PSU is dying cause everythign else is working fine, so replaced the PSU today aaaaaand still the same issue...

Things ive tried

- switch on without gpu -vga led
- ony 1 ram - VGA led
- no ram - dram led
- New psu - vga led
- different outlet - vga led
- Different power cord - vga led

Any direction would be appreciated 🙁(((

Have you tried resetting CMOS? Have you tried reseating parts or checking all PSU cables are firmly and securely plugged into all parts including the PSU? Have you checked different wall sockets on a different circuit?
 
Resetting cmos by removing battery for 2 mins? Yes
Reseated gpu, ram, cpu, as well
Replaced the psu today, so reconnected all cables and made sure they are firmly plugged in.
And yes tried different wall sockets :/

Nothings worked :///
 
Are you aware that W11 "shutdown" aren't really a full shutdown, but rather put the compute in a sort of hibernation state?

Have you tried to shutdown with Shift-button pressed down (in Desktop, press Alt+F4, when the shut down menu appear, then keep Shift down while hitting Enter to confirm shut down) to circumvent this windows behavior ?

If you somehow cannot get Windows to shut down this way, you can test the shut down with a Linux live iso image. It should behave the same.

Do this, and hopefully it will tell if this is a windows related issue.

He also said that he restarted the PC though which does in fact clear data from the memory.
