PC doesn't boot when i plug in new GPU

Hello,
I just bought a new GPU (Saphire Radeon RX 560 4gb). Without it pc boots fine with VGA plugged in motherboard. When GPU is inserted it boots up it makes no beep and then restarts. When it boots up again for a second time it doesn't restart but nothing happens (GPU and CPU fans still work). So is it the PSU's fault or maybe mobo-GPU incompatibility.

PC SPECS
-Intel Core i5-2400 @ 3.10 GHz
-Saphire Radeon RX 560 4gb
-2X4 Gb Vengeance Ram
-550W PSU
-Foxconn H61MXV/-LE/H67MXV Motherboard

With an H61 if the BIOS is most recent then most likely it's the board is incompatible with the card.
