GPU: rx 5700xt red dragon
Memory: 2x8gb 3000mhz
PSU: kcas 500w bronze Seal
Storage: SSD 240gb + hd 1tb

But here is the thing, when I try to boot the PC with the GPU the lights just flash and the PC doesn't boot. But when I try to boot without the GPU de PC boot normally.

Solution
I'd suspect it's your power supply preventing the GPU from receiving full power.

Your power supply is low-quality, and with only 37A on the +12V rail it only has 444W available for the CPU and GPU. It's basically a 450W (444W) PSU, and a low quality one at that.

The RX 5700XT Red Dragon specifications require a 650W PSU. If you had a high quality 550W PSU it might work, but you have a low quality 450W PSU.

I have another PSU:
Aerocool kcas 600w.
I'm going to try to use this one
