Question PC doesn't fully turn off (or even turn back on) after restarting through start menu ?

The screens go black but the mobo and case and even mouse lights stay on. The keyboard and mouse are unresponsive etc. The only way I can get it to restart after that is to hold down the power button or cut the power supply at the back. Any ideas? I recently just upgraded to a mag b550 tomahawk mobo. Full build specs here:

How old is the PSU in your build? Might want to see what your current motherboard BIOS version is.
