PC Doesnt know how to restart properly

So ive had this issue for years now and its always bothered me slightly but i could never find any info on why my system does this but when i attempt to restart my pc by going onto the power button on start menu and clicking restart the computer goes to the screen as in its gonna restart but then it goes to a black screen and my monitor goes off as theres no input being transmitted but my pc will stay on and sometimes the fans go to 100% and it just sits there until i hold the power button to turn it off and then manually turn it back on again. Im not sure whats causing this but ive had it from windows 7 and it also does it now on window 10. Not sure if thats enough information for anyone to try think of a solution but hopefully someone knows how to fix this

You didn't say which OS but in windows run this line in command prompt: %windir%\System32\shutdown.exe -R -F -T 00 because I suspect that setting for Start button in Power options have changed to Sleep.
