Question pc doesnt post

so my friend built his first pc ever he never had a pc so i helped him to build it
he got these parts
cpu: amd athlon via radeon graphics (integrated(
motherboard : asus prime a320m-e
gpu : geforce gt 440
psu : i think cheap 400watt
and when we plugged all cables the motherboard light up orange leds near the usb ports and gpu
and his monitor was old like old lg 1360x768 and has a red led near the corner which is also a button and when we turn on the pc. pc makes no beeps (because he doesnt have the speeker)
and all fans are spinning like those cpu cooler, case fan, and gpu fan. but no video/image/post goes to monitor . the red led on monitor is turning off and on.

You're going to need to be specific on what parts the build comprises of. List your specs like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:

Include the make and model of the PSU. You're better off with the Athlon APU(if that's what you have to work with) and remove the GT440 out of the equation. Again, list the specs and we can move forward. If it's not a power issue, it might be a lack of proper BIOS for your board to get the Athlon up and running.
