[SOLVED] PC doesnt restart/shutdown/hibernate. Monitor turns off but PC stays awake

PC suddenly started having issues, a really annoying one is that it doesnt restart/shut down/hibernate. The monitor and keyboard turn off, but the LEDs inside the PC stay on and the fans keep spinning. I dont know what to do since to apply driver updates I need to restart. Please let me know what you reccomend. Thanks in advance

If your Monitor and keyboard/mouse is turned off you don't have any other option except for force shutdown/restart.
