[SOLVED] PC doesn't shut down after shutting down.

Hay so I recently bought a new pc, I put it all together and it works for the most part. But now whenever I shut down it doesn't actually shut down, the window will say shutting down and then the screen turns off but the computer is still on, any insight into the issue would be amazing!!!
 
Solution
Windows wants to stay alive so it can update while you sleep.
To truly shut down, hold down the shift key while you press the shutdown button.
That will allow you to get into the bios on startup.

I might suggest that you use sleep to ram instead(no hibernate)
That puts the pc into a very low power mode.
The benefit is that sleep/wake takes only a few seconds.

i7 9700k @3.60Ghz
DDR4 Corsair 3600mhz OC 16GB
Nvidia Geforce RTX 2070 Super gigabyte OC 8GB

Not a fresh OS installation, everything on my pc is brand new except my SSD and HDD. I moved them over to the new pc.

Oh I also wanted to add that certain programs don't update or open at times, for example my keyboard is recognised but my g pro G Hub software wont detect my mouse. If this means anything
