PC doesn't shutdown properly

I recently had just migrated a fresh install of win 10 from my hdd to my ssd and noticed that whenever I shut the pc down, whether through windows or the power button, that all my fans and leds were still on and only the display was turned off. When I go into sleep mode though everything goes like it should; all leds turn off and fans stop and power led blinks.

Since you have Win 10 have you tried the Refresh option? Located at: Settings, Update and Recovery, Recovery, then Reset this PC. You will want to choose keep my files.

That's essentially what I did. Only it was a fresh install (not upgraded from an older OS). I'll give it a shot though.
