PC Doesn't Start After Brownout...

Hello... Pals

I have a problem with my PC right now..
whenever there's is a brown out on my house, my PC shut off itself but no restart..
The strange things is, when i try to turn it on again. it doesn't start at all. not even a tiny bit. my thought is maybe because of voltage dropout and this usually happen only at 06.00-08.00 PM. but after a while the issue is gone. i can turn on it again. this happen everyday
so the question is. is it psu related issue, or there's another cause?, is it normal ?

here is my spec :
mobo: msi 990fxa gd65
cpu: amd phenom II x2 555 BE
RAM : Corsair vengeance 2x2gb
psu : seasonic SS-500ET
gpu : amd HD 5770

What's the line voltage when it won't start? If the issue occurs on a daily basis, then you have 2 options:

1. Don't use the PC between 6:00 and 8:00 pm;
2. Buy a UPS.
Motherboards and psu's come with various forms of protection. If it is triggered there is a time limit before it will power up again. It does this to prevent damage.

I triggered this once by accident when I was young, by plugging the cpu fan on the wrong thing lol
