PC doesn't start up first time

Hi,
Whenever I start my PC it will turn on for around 2/3 seconds then turn off and restart automatically, it may do that 4/5 times before it starts normally. Replaced the power supply not long ago and it didn't fix the issue.
i5 4670k
GTX 770
650W Supply
Cant remember the motherboard
Obviously it's an old system now but Its pretty annoying.

As a few troubleshooting steps:

reset the BIOS: with the system unplugged from power, locate a small round button battery and gently press on the metal retention clip to release it. Leave it out for a couple of minutes before replacing it and restarting.

remove all non-essential peripherals and devices

try one stick of RAM at a time, in different slots

Try to start with HDD disconnected. Obviously it won't boot into an OS but observe whether the odd restart appears on POST
