Question PC doesn't turn on, black screen, no fans spinning, RAM sticks light up.

Hello everyone. My friend has been having a problem with his PC for years. It started six months after he first bought it. At the beginning of the problem, his PC would randomly shut off, and when he tries to turn it on again, only the RAM sticks light up and nothing happens, so he sends it back to the company he bought it from to check what's wrong with it. They switch his RAMs for new ones and it works, they send it back and it remains stable for around a year, then it starts happening again, same problem, black screen, only RAM sticks light up, no fans spinning. He decides to buy a new high-end PSU to kinda start a process of elimination to see which part of the PC has been causing the problem. It was fine for about 2 months then it starts happening yet again. And this time it won't ever turn back on. He tried many fixes from Youtube or whatever but nothing seems to work.

I appreciate whoever takes time off his day to read and help. Any ideas?

It could still be the power supply. Even new parts can fail. I'd try to borrow one, just to eliminate it as the cause.
