PC doesn't turn on, PSU problem?

So I returned to my pc not turning on on Sunday. I pressed the power button and heard a faint whistle for a second and the GPU turned on for a second and it then shut off. I got my tools out and opened the tower, dusted the filters, and took the PSU out, plugged it in and tested it with the 24 pin test connector. The PSU powered up for a second and shut off. Help?

try unpluging all except one memory module and cpu from motherboard, then try to turn it on, see what happens.
If it's single 8gb memory module try using different one if you have any spare parts.
Most likely it's PSU but i have seen in practice alot times that computer act dead with bad memory module.
