Question PC doesnt turn on sometimes, but all LEDs are lit and fans are working ?

So I've got an old PC that is still fairly good, but the problem is that it sometimes doesn't turn on. Sometimes it turns on with no problem, but when it doesn't, all the fans are spinning and all the LEDs light up.

Specs:
P8h61-m lx motherboard
3gb ddr3 ram
Inplay 700watt psu
500gb hard drive
Intel Core i3 2nd gen cpu
No graphics card

PSU is the prime suspect in my opinion, purely from the brand name which I've never heard of, plus you say it's old.

The pc is around 10 years all and components are still fairly in good condition.When the pc turns on, there is no problem whatsoever. The psu is new by the way.

Nevertheless, it's still a poor-quality one so it has to be suspect. That's all I have to say.

It could be, but the problem has still been going on even before I replaced the psu.
