[SOLVED] PC doesn't want to restart

Hey can someone help me? I can turn on the PC and do everything but when i try to restart it i get a black screen and only my cooler and fans start spinning but theres nothing on the screen and also SSD is not turning on. I have to shutdown my pc and wait a 2-3 minutes so i can turn it on again. What can cause this? Also when i turn off my computer and if i try to turn it ON too quickly same thing is gonna happen and then again i have to wait 2-3 minutes so i can turn the pc on again... Please any ideas why?

Please post your entire system spec including PSU make and model.

In the meantime I would ensure all drivers are up to date, potentially consider if your BIOS needs updating and turn off Windows fast startup.
