PC errors - loadup thanks

My pc turned on off on off repeatedly until we unplugged it and re-started it then it worked, what could be the problem? (fan did not work on first start up-before plugging in)

When we got it working it just stayed on loading screen as in people normally have the windows picture we have a cyberpower pc logo. then it worked after another restart, thanks for the help,if pc specs needed please tell me.

After contacting our Tech support, the told us it may be a motherboard problem.

1) Try this, open the case remove the RAM, only use one stick, and press the " MemOK! " button to see you can boot up the PC w/o any problem. Try use other worked GPU to make sure the problem is not from the r9 290.
2) Or try boot the PC into the safe mode by press the "F8" key during the PC boot. If you can boot, then shut down the PC, reboot it.
3) If you can boot and use the PC with one stick RAM, then shut down the PC add the 2nd one, boot the pc, and so on until you add all.
4) May try to use the regular USB mouse/keyboard instead of the gaming mouse/keyboard, because the driver maybe cause the problem too.
