Question PC failed to restart or wake up from sleep unless completely powered off then turn on

I have the following parts that I bought around last year Oct and has been working well, until recently:

• AMD Ryzen 7 7700X
• Kingston FURY Beast DDR5 6000mhz 32GB(16GB*2 Kit)
• Gigabyte X670 Gaming X AX

The status LEDs on the motherboard is cycling or alternating between CPU and DRAM with an interval of probably less than a second. I have tried resitting the RAM, updating to the latest BIOS version, trying default BIOS settings and different XMP profile to no avail, no POST. I haven't OC anything since day one.

What's weird is that I can boot up the PC consistently by completely shutting down and turn on. No crashes or anything like that.

I would appreciate any ideas. Thanks for reading
