Pc failing to start after adding hdd

I have a old computer that hasnt been used for over 1 year. Was working fine before testing.
I was given a hdd to try and recover anything and when i connected the hdd the computer wouldnt start.
It powers up, beeps and procceds to restart. After restart nothing happens.

Tried to disconnect the hdd and try again but nothing.

Can a faulty hdd harm a computer?

In general....normally no. Even if it was shorted, most PSUs protect against that....but there's still a possibility it could take out a less well protected PSU.

I decided to reset the CMOS battery and it somehow works now.
The hdd in question didnt show up in "my computer" but found it in dev manager. No volumes and when i clicked to create 1 in device manager it showed 300 Gb in use but couldnt access it.
Finally decided to format so its all good now.
Client gave it to me to try and fix it since a PC tech couldbt recover anything. So overall i just won a working 2Tb drive :)
