PC fails to power up

Hello, i have a certain problem for some time now and i need advice. Every time when i power off my PC i power it up from the start button it fails to start. Then what i do is to completely cut the PC's power by unplugging the PSU's power cord. When i do that the monitor which is in power saver mode showed by the yellow light powers off after 3 to 5 seconds and then after that i plug in the cable and start the PC as normally when every time i have to sett up my BIOS again and again because for some reason it resets after this. I suspect it maybe a faulty PSU,motherboard,RAM but i cant be sure for certain.

Hi, Try firstly replacing the CMOS battery with new one.
