Pc fan spinning slow

Hi, my front case fan usually runs around 1200 rpm but lately it has been shipping really slow and making a loud noise. It would stop spinning entirely and would eventually go back to its original rpm.

Does it make the loud noise when the RPM is low?

A simple cleaning as mentioned above might be all it needs.
