PC fans go wild and then PC shuts down. HELP!

Yesterday night and this morning before I went to school my PC was working perfectly fine. When I came back from school, the first thing I did was power up my PC. The fans spin so fast that it's super loud. My PC can't stay in BIOS for more than 15 seconds and my PC can't boot to windows because it would shut down. I tried unplugging it and plugging it back in when the PSU switch is off, I tried a different power cable, I tried slow mode on my MSI 970 board, I tried plugging in PC components 3 times and nothing is fixing my issue. HELP PLZ
 
Sounds like you may be having a temp issue causing the shut down, since you can stay in BIOS for a few seconds, or partially boot Windows. This along with the fans spinning full speed. Otherwise, I'd suspect a PSU issue as symptoms are similar. Are all the fans, namely CPU, spinning on startup? If so, I'd still remove the cooler, and reapply thermal compound if you have some, and re-install. It does need replaced time to time.

I don't thinks it's a temp issue because when I turn it on, the air blowing out is really cold, on top of that my parents left the AC on upstairs where my PC stays but it's still possible it could heat up so quickly. The psu is 3 months old, it's an evga 700b and it wasn't used. I have a corsair h100i v2 which is also 3 months old. I did the pea dot technique for the thermal paste but I will clean the thermal paste and replace it to see if it will work.

I went over all cables and made sure nothing is unplugged or loose 3 times, I can hear the pump water flow when I power on PC as usual. The radiator is at the front where I keep the intake fans. All 8 fans spin. No leaks anywhere during inspection.

Now that I think about it, the intake fan filter is ultra dusty but I don't know how to clean it without bending the filter. Napkins don't work and blowing on it doesn't remove a lot. I ordered compressed air, like the ones from home depot that comes in a spray like bottle with a straw.

I might try starting it up without the video card, just to try something easy. But 1LiquidPC's suggestion of it being a faulty PSU sounds more than plausible. See if you can borrow one that works (and has appropriate wattage) to test the idea out.
