PC fans start for a few seconds, then stop, then spin again: Not booting or anything

I have been having some troubles with my pc over the last 3 months.
Basically, my mobo died, so I got a replacement and another cpu because the old motherboard was of an extinct socket.
That motherboard turned out to be DOA so I had to get a replacement for the replacement lmao.
Now here I am with my 3rd motherboard and guess what. It's not [censored] posting.
I have a strong hunch that it is my PSU as (the title states) that the fans start up, then stop, then go like one would expect them to, but nothing happens.

Yes I have tried the old only cpu, cpu fan, and 24 pin and nothing happens.
I have done the paperclip test and my PSU passed it, but I think that it working is a load of [censored].
I just don't want to go but a new PSU if my current PSU isn't even the issue fam.
If anybody could help a brother out, you will forever have my gratitude.
(Please excuse my vulgar language, I am just not in the brightest mood right now)
