[SOLVED] PC feels like its underperforming

Hi, I have a built PC that I feel like is underperforming and I really don't know why. It was a fairly budget build but I still feel like it should perform better. I run most games on medium settings and only get 80-100 fps. I also play a lot of destiny as well and even on the small crucible maps or in the tower I only get around 60-80 fps. I feel like it might be my CPU that's holding it back but that's mostly a guess.

CPU: AMD Ryzen 5 2600 3.4 GHz 6-Core Processor
Motherboard: MSI B450 Gaming Plus
Memory: Corsair Vengance LPX 16 GB (2 x 8 GB) DDR4-3000 CL15 Memory
Graphics: AMD RX 5600-XT

It definitely tested better thanks alot for the help a really appreciate it! There is absolutely no way I would have figured it out on my own lol. Im a little confused at why it was even set like that in the first place.

RAM always defaults to base speed. If you have faster rated RAM you need to enable XMP or DOCP. With Ryzen RAM speed really impacts performance, Intel slightly less so.
