Question Pc flickers on and off digital display 00

Cpu: intel core i7 6700k @4.2ghz
Motherboard: Maximus IX Hero
Graphics: MSI GTX 1070 GAMING X
Memory: Corsair Vengence LPX 2x8 GB
SSD: Samsung 860 Evo 1TB
I've unplugged everything from motherboard took out CMOS battery and plugged back in the pc flickers on and off real quick and after it doing it so much it sometimes stays on with no display and code error 00 all fans and LED lights on motherboard work I haven't tried a new cpu cause I don't wanna buy one if that's not the issue

make and model of the psu?

tested with the gpu out and use only the igpu?

So I did nothing but unplug everything and it still didn't work for a month then I tried to turn on again it stayed on and then I had to update bios reinstall windows reinstall all of the drivers and now it works as if nothing happened This is the 3rd time it's done this it'll work great for a few months then completely stop working and then randomly start working again it wouldn't even turn on for 5 seconds before

i have no idea what would cause it to do that it'll go from running perfect no problems to not turning on at all and just flickering on and off with error codes and then randomly work
