So yeah, my little friend is looking for new pc for only $320. His parents won't help him.So i said that i can find you the best build for this price. But i asking you guys, what he would get for this price, please just tell the best build.

We are on a very tight budget here, i didnt include a dvd-drive, it's already becoming obsolete today, you can do every job you want without it. For example he can purchase gta 4 from steam. That's what i would get (i highly recommend he saves another $20 and get a pentium 3220/3420 instead of the celeron on the build below):

It depends on what he's trying to do with his build. If this is a game oriented build the system wont be good at all. If he is searching for a pc to do everyday tasks (internet browsing, office) the build will be fine. Also since your friend is on such a tight budget. Where did he get the monitor? What im trying to say is that if he had an old build some parts are worth keeping (case, PSU if it was good, +all sata devices) and spend the extra bucks on better parts.

He has his old pc, really old tho.. Monitor.. hmm I don't know, he just have it :D He will try to play couple of games,I know that he really want to try gta 4.
