Solution
A ssd is the key to good performance on an office machine.
buy a Samsung evo 240gb for performance and reliability.

Unless you need to store large files such as videos, omit the hard drive.
Use an external hard drive for backup.

Any modern processor is fine for office tasks.
I would not buy any FX processor, they are slow and obsolete.

You could be as simple as a intel G4900 for about $80.
No more than a G5400 @$115.
Either includes a cooler and has integrated graphics sufficient for even HD movie playback.
You will need a lga1151 300 series motherboard.
$50 or so buys you one.
buy a 2 x 4gb kit of ddr4 ram. The cheapest will do. That will be about $50.

The above will be perfectly fine on 300w, but a 450w unit will be priced...
Why are you spending that much on a case for an office computer? The system seems all over the place, some parts for a gaming setup, some parts for a basic setup, some parts not even needed, like the video card. Get a ryzen, modern motherboard, some basic RAM not gaming, a $40 case, 450 watt PSU and done.
