PC for work

Hi there,

I have an old PC with the following hardware
CPU Q9450
GPU GTX 280
RAM 8gb DDR3 800Mhz
MB nVidia 790i
SSD hard drive

Meanwhile my father needs a new computer for working, he mainly uses excel (with some large files), word, mathematical software, and internet.

I'd like to know if this old computer with some chandes would be good enough for that.
If yes I'd need a new PSU, and I'd like to make it a lot quieter, because it is too noisy.

[off-topic] Is there a way to keep using a windows installed in a hard drive moving it to a new motherboard/computer?

Strongly recommended to do a clean install of the OS in the new system.
Depending on the exact OS, you may need a new one.
