PC fps problem on games like Crysis 2 and CS:GO

Hello,

My PC lags on the above mentioned games and would like some advice as to what is holding it back.
CPU: Pentium G3258 @3.8 GHZ
GPU Radeon R9 380

The graphics seem to load nice just moving my mouse around isn't very smooth there are weird frame rate problems even on the lowest settings.

The frames seem to hold nicely at 60 FPS but it isn't smooth to move my mouse around.
