PC Freeze up (High Disk Usage 100%)

Hello, my friend had this problem for long time, and i`was trying to help him, but i can't cuz i`dont know what to do, and hes desperate for help.

The problem is , the PC freezes up for few seconds , with 100% DISK usage. Affter few seconds its again normal.

For example: When he opened up "Google Maps , satellite image" and scroll up and trying to vigle , the Disk Usage hops to 100% affter few seconds, and the PC Freezes completely... for few seconds.. And this is the fatest way to test , but when his Gaming (CS:GO , or other games) its happens sometimes, but not so offten.

I will upload image of his screen. Also i will add all PC Specs about his computer, Windows version, everything.


PC Spec:

CPU: FX-8350 (Stock)
GPU: NVIDIA GeForce GTX 1060 6GB
RAM: 3x4GB (12GB , DDR3) 1600MHz - Kingston HyperX Fury
SSD1 Windows Installed: Kingston SSDNow V300 240GB , SATA 6
SSD2 Storage: Kingston SSDNow V300 240GB , SATA 6
HDD Storage: Wester Digital Green Power 1TB,
PowerSupply: Corsair CS550M

Internet : Download 50mb/sec Upload 20mb/sec

Windows 10 Info:

OS Version: 1709
Build: 16299.125

What we already did:

1) Reainstalled Windows 10 (10x times) ,
2) RollBack to Windows 7,
3) Changed Windows to SSD,
4) Changed CPU , from FX-4300 to FX-8350
5) Changed GPU, from GTX 750 Ti to, GTX 1060
6) Changed PSU, from old junk, to CS550M ,
7)Changed MB, from old junk to 970 Gaming ,
8)Trying different RAM , bought 8GB new ones.

The problem occurs when Hard Drive is under heavy load , example browsing Google Maps in that 3D mode. Boom ! Its 100% and freeze.

I really want to know some expert opinion on this, cuz i never seen something like this on internet.

The HDD is probably failing - persistent 100% HDD activity during what should be trivial tasks is typically caused by internal read/write errors leading to massively delayed drive response. Backup any important data that's on it, download the manufacturer's diagnostic tools and see what they have to say about the drive's health.

Is there a diagnostics tool for SSD's? I have searched and not found anything.

I am having the same issue and it drives me absolutely insane. I have tried all the random "fixes" I have found and nothing has worked. It even happened within an hour of a fresh Windows 10 install. My next step is to try going back with a fresh install of Windows 7 which I would rather not do but I am desperate.

In my case it usually freezes for about 30-40 seconds and then back to normal. CPU usage goes to %100 but if you look at Processes nothing it maxing it out to %100 and the other strange thing is the mouse works fine and for instance if chrome is open you can click between the tabs no problem but you cannot open and new tab or any other programs. If you hit CTRL ALT DEL it does not show up until its done with the 30-40 seconds. Then ever you clicked pops up.

im speaking from experience, but even so, 2 seconds doing a google search into this shows that it most definitely is not a SSD failure (and this problem is specific to windows10 installed on SSDs, has been going on for quite some time)
while the resource monitor shows the disk at 100% use, no visible processes are performing read/writes, and the "show hidden processes" option is no longer available to get more information from.
