Question PC Freezes 2 minutes startup and never unfreezes until power unplug.

So my pc will freeze within like 30 seconds to 5 minutes after startup. If it freezes, it will never unfreeze. So I unplug it and turn it back on and it freezes again, and I will have to do this like 4-5 times for it work properly but after it starts working properly it will never freeze again until the next shutdown and turn on. I thought the problem with this was the power supply because I had a $25 white evga 500 watt powersupply in my GTX 1080, Ryzen 7 2700, 3200mhz system, but the power supply was doing a good job. I knew I had to replace the power supply so I did with a good one. But then I had this problem this morning again, and I have no idea what the problem is then. I cleaned out the computer, and everything seems to be fine but it's not. If anyone can help, I'll appreciate it. Thanks!!!

how do I do that? Is there a program or is it something in the bios?
