Pc freezes after log in

Hey,
Ever since I bought and installed WE (wallpaper engine) a few days ago.
My pc has been doing some strange stuff. When i just got WE i set some wallpapers but when i restarted my pc, my pc started freezing, the screen goes blacking and strange white lines of pixels start flashing in my screen.

I turned off the option in WE which starts it up on boot and everything seemed to be fine. Yet I wanted to try again cause i found it annoying to keep on changing my wallpaper in the program after a reboot.

It froze my pc again so I decided to contact the developer from WE and he told be this:

"Uninstall Afterburner and everything related to it, especially RivaTuner if you installed it along with it. The problem is that these applications hack into Wallpaper Engine without being able to handle it - that's what they are designed to do. I can't defend against this from my end, it's like an attack, if there was a defense then there would be no issues with cheating in online games because cheats work the same way.

I built Wallpaper Engine like a game, it does not mess with your hardware nor does it touch driver/Windows settings or anything similar in the most remote way. But there is nothing I can do when other applications hack into my program and wreak havoc.

It's possible that those applications triggered their overclocking capabilities when they malfunctioned and now set the clocks of your graphics card to bad values, so this needs to be fixed and hopefully it did not cause permanent damage."

But at this point, I was able to get on my pc without it freezing all that much so I uninstalled WE. Then tried to restart my pc but it was still freezing and blackimg out my screen with the weird stripy pixels flashing.

So I did what he told me to do, I removed afterburner but it didn't help.
I told him and he responded saying that he thought WE might have triggered my overclocking software and set them to bad values.
And the settings of the overclock were not reverted after the uninstallation because the broken config may have been written to a VBIOS too.

He then send me a link to a reddit page where someone had the same problem and was able to fix it. So I tried doing the same thing. Booting in safe mode (which worked fine, no freezing) going to this path 'C:\Users\Your Name\AppData\Local\ATI\ACE' and removing everything from the ACE folder, then going back to normal boot. It didn't change much tho, only my network and sound connectivities which i broke trying to fix my problem.

He once again told me to remove all overclocking software i had, which I had already done and the conversation ended there for now, he hadn't responded yet. We've been mailing each other for a few hours now but my problem hasn't been solved yet. I will link screenshots to our conversation aswell as a video of me showing my problem.
I also keep on getting errors (see 3rd link) about applications like shellExperienc being blocked from accessing graphics hardware, this probably has something to do with my problems too.

For the drivers, I would download them from another system to a thumbdrive. If you do not have a friend with a PC, you can ask a neighbor. And lastly, you can go to a library and use that PC to download the driver. Then update it from that

Have you accessed the BIOS yet? Resetting the BIOS to the default parameters should help booting the system. Have you cleared the CMOS yet? That should help booting if you cannot access the BIOS.

You can try repairing the startup with the OS system disk. And lastly you can try reinstalling the operating system with the system disk.
I watched your video and looked through your pictures. This appears to be hardware related as in your GPU is having issues. Try a different connector (HDMI, Display Port, DVI-D, etc) and see if anything changes. My guess is that something you did with that WE program caused your GPU to malfunction. Try connecting to your on-board graphics from your motherboard (see if those lines are still there) and remove all drivers and programs associated with your GPU and WE. Reinstall fresh drivers and boot with your GPU connected. If that does not fix it then try doing a fresh install of Windows to try and knock out some deeply embedded bug from the system.
 
If uninstalling the software doesn't clear things up, then Windows may very well need to be reinstalled. I would also recommend updating the graphics drivers (do that first.).

The graphics card always seems to run better after Windows is reinstalled with the card in place.
 
@terry4536: I already uninstalled WE, didn't change anything.

@Jwpanz: (sorry for down voting your answer, did it by accident and I don't know how to undo it.) If it would be a malfunction by my gpu, then why does everything seem to be fine when I boot in safe mode? Also how can I boot on my onboard graphics? And how can I install new drivers if my pc freezes after every action I take, I also don't have internet connection while in safe mode so I can't do it there either. I also don't have another pc to download them on and put them on a usb stick.

Booting from safe mode disables a multitude of operations and drivers and runs Windows on a "bare bones" sort of state. Whatever is causing your problem is disabled when booting into safe mode. To run off of your on-board graphics, simply connect your monitor to the video outputs on your motherboard I/O's in the rear of your PC. If you don't have the ability to connect and download the drivers manually then you can just delete the drivers and then reboot with your monitor connected to the GPU and allow Windows to search for them automatically.
