[SOLVED] PC Freezes at Asus Splash Screen on Boot

I recently got a new motherboard, CPU and RAM (listed below) installed in my PC. The PC will sometimes freeze at the Asus splash screen and will not boot unless I power cycle. This problem only occurs when I shut down through Windows 10 and then reboot, instead of shutting down, switching off power and then booting. I have noticed that when this problem happens, the computer takes longer than usual to show the splash screen after turning it on (the screen display stays black for about 5-10 seconds longer.) Also when on the splash screen the buttons to enter the bios (F2 and Del) are unresponsive.

Gigabyte GeForce GTX 1060 3GB
I also have 2 SSDs and 1 HDD.

I have not updated the bios on the motherboard. I am worried that something might go wrong and I will brick my motherboard.

A reset isn't the same thing. If you have the installation media, do a complete fresh install. You want it to format the disc to get rid of all of the previous drivers. Then install the new motherboard drivers.

Once the operating system is installed, then use the install disk or download and install the motherboard drivers. But it is important to update the motherboard chipset drivers to the latest version.

An do update the BIOS to the latest version. But wait until the system is stable.

I reinstalled Windows by clicking on 'reset this PC' in settings and then I chose 'keep my files'. Would that have uninstalled the old motherboard drivers? Also my chipset drivers are up to date. I know I should update the bios as well, but I am worried that it will freeze during the installation and brick the mb.
