PC freezes on shutdown and the reset button. Win7

But not instantly. It goes through the whole shutting down process, then just hangs at a black screen. I wiped the hdd and reinstalled Win7 and it evolved to freezing with "shutting down" still displayed but frozen. Then i removed the graphics card, got the same result, so i left it out and tried 2 other psu's and came up with the same result. The only way to shut it down is by holding down the power button. When turning on it doesnt even say it shut down unexpectedly or anything. Both before and after i removed the hardware. It does restart just fine though. Which is just baffling. Im completely lost. Halp.
