Pc freezing, No post, Bios Freeze

Hi all,
So i built a new rig as mine is outdated.
I put everything together no issues at all except the cpu took alot of force to seat but read up about it and a fair few others seemed to have the same experience but was told its normal.

My Specs are:

Graphics Card-- EVGA Gtx 960 2gb SSC
Motherboard-- Asus strix aura b250f
RAM--Corsair Vengeance LPX 2x4gb 3000mhz
Intel core i5-7600k
Power supply- Artic Blue 850w
Coolermaster 212 cpu cooler
SSD--Samsung 850 EVO
HDD-- Hitachi 300gb
HDD-- WesternDigital 120gb
Disk Drive: Something, i dont know the name

So on to the problem:

When i first booted i was greeted by the post screen which told me to hit Del or F2 to get to bios UEFI setting, which was a little weird considering that i had only my ssd (with windows 7) and disk drive plugged in at the time which i was using just before i started the build. So i went to bios had a look about saw that my hard drives where recognized which was a little strange so i went to manual boot to boot into it black screened for 2-3 secs then straight back to bios( whenever i try this same thing happens) . So i had a look at some more settings and everything seemed normal (cpu sitting at 17C) so i decided to restart.

That is when the problems started:

As it was booting after restart i got to the same screen only this time whenever i hit any of the keys it wasn't registering, so restarted again this time black screen, restarted once more black screen. So this went on for a while, sometimes i would get the post screen (frozen) and sometimes black screen. After a long while of trying to get it to boot i noticed the only time i was ever able to get into the bios without it freezing is when i had shorted cmos jumper while system was off but this wasn't a long time fix as it would sometimes crash in bios also.

So me thinking it was some progress, i decided to try and reinstall windows 7 on the ssd with it being the only drive plugged into the system, so i restart cmos then boot into cd everything goes fine it restarts iself and bam again black screen (only way to get back to bios is to reset cmos again), reset cmos and obviously interrupted the windows installation on its restart so i cant install my OS because it needs to restart successfully.

I have tried:

Reapplying thermal paste on cpu and reseating it (again feels like alot of pressure needed to lift the arm down) checked socket for bent pins/thermal paste all fine

Unplugged all usb's and plugged an old keyboard into the keyboard PS 2

Unplugged all drives apart from primary SSD

Flashed bios twice updating to newest

Taken gpu out of system and using onboard graphics

Tried both sticks of RAM on their own in every slot

Tried fiddling with bios settings turning fast boot off and onboard graphics off etc

None seem to work or even improve booting. Im even buying a internal speaker to listen for beep codes if there is any.

Side note: Bios time is also out of sync and only have 4pin connector to cpu 8 pin power but i have read alot online that its okay to have 4 pin. Dont have all standoffs in case but its enough to hold it without any movement whatsoever and i know that my PSU or GPU are not at fauklt as i have them running in my system as i write this just not in new one.

So my best guess is its either RAM, Motherboard or BIOS that is playing up, i will be running a memtest once the case i have ordered arrives but im not sure its even going to be able to run at all without it crashing. Any help here would be much appreciated as i am tearing my hair out over it and cant seem to make it work.

EDIT: Ran a memtest, 4 passes everything was fine no errors whatsoever, although when i was watching it cycle it was saying CPUs Detected: 4 CPU's Active: 1
Not to sure what that means and cant find anything online about it.
 


Well i have had this psu for almost a year never had any problems, that couldnt be the problem could it?
 


Okay well ill have a look at some other PSU's in the meantime, do you know what else it might be to do with? i dont really want to go buy another psu if mines not the culprit.
