Question PC freezing while gaming, with dip in CPU activity ?

Hey guys and gals,
I have been having an issue with my PC where it will randomly freeze in game. It usually only lasts for a second or 2, but it happens quite often. I have had task manager open when it happens and there is a steep dip in the CPU activity. My initial thought was CPU overtemp, but temps seem to be ok in Afterburner.
PC Specs:
  • i7 8700k
  • Asus ROG Z370-E
  • EVGA RTX 2080 Super
  • G.SKILL Ripjaws V 16GB DDR4 3000
  • Corsair H100i v2
  • WD Black SN750 500GB
  • Windows 10 Home/build 19041.572

I have reverted CPU overclock to base 3.70 GHz, no help.
Temps seem to be good across the board.
This issue started back when I had a 1080, its still there on the 2080s. That should rule that out my GPU.
I did a fresh Windows install about a month ago, no help.

I am currently using drive G: for my games, which I do see isn't showing activity in the video. I'm not sure why that would be, because its running the game. I just installed drive G: when I did the fresh Windows install. I was using drive C: before and the problem was present on it as well, both are SSD. I feel comfortable ruling this out.
Am I missing something in the Task Manager performance tab or Afterburner system info?
Any suggestions?
