Question PC front panel USB strange situation

Hi, I just build a new pc.

I have a strange problem. When i plug out a USB from the front panel hub, the PC turns on or turns off (depends if the pc is on or off when i plug out the usb).
It could be some sort of short circuit with the front panel USB hub and power switch pin? Does someone have any idea how can i test this and solve it ?
 
Front panel hubs can be bought as replacement, usually either the one of the 4 pins touches the outer shell and shorts when you plug in, in theory.
Other may be that the shell is loose or the front hub is completley broken.

You can test it via multimeter with beeper.

I have a corsair carbide series spec-06 case with the factory stock front panel. First i thought that the reset button is stuck. But i removed the reset switch pin from the mother board and the behavior is still the same.
