Pc froze. Hard reset. Then was unable to post. Case fans and lights turn on and all connections have been triple checked. Computer will still respond to power button how ever once it is on it will not turn off using the button. Removed graphics card and reseated cmos battery to clear bios and tried again with graphics from mobo ans still nothing. Not even the beep it normally makes when it turns on.

Solution
depending on "which" cx this is, i've seen them go bad in month (there are different manufacturers).
not saying they are all bad, but in general the CX are good for some office rig, maybe media pc, or first value build etc.

can you swap it for a different 500w (or around) that for testing?

even if its not the cause right now, see if you can invest in something like the corsair Ax series (non i),
seasonic or evga are very good as well and might be cheaper.
either go with a platinum rated one (any brand is ok), maybe a gold G3/G2 from evga.
to save some cash, see if you can get an open box etc from amazon/microcenter.
psu is the most important part, without nothing works, and they tend to provide cleaner and more stable power,
and...

A corsair CX500, 500 watts, only about a year and a half old. Its powering a Fx-6300, Gtx 950, Hyper 212 evo, a WD blue hard drive and a gigabyte GA-78LMT-USB 3.0, and three case fans.

and better protection as well, so it won't kill other components when it goes out.

so far all gold/platinum units i used/sold to friends, lived past the 5-7y warranty they came with.
only had one (out of 30 rigs) died after 2 y, but that was because of a faulty UPS, and still replaced by corsair..
