[SOLVED] PC froze. Unable to boot properly or re-install windows

Issue: PC started as normal. I launched Google Chrome and it was taking longer than expected so I restarted the machine from the start menu. This brought me to the first screen (see first image below). I tried to restart it once more but it brings me to the same screen. I thought this would be a good time to clean up the machine and re-install windows. The install goes through all the steps but its unable to finish the process (see second image below).
I am not good at fixing computers, can you guys give me advice how I can fix this or steps to identify what needs to be replaced?

It sound like an HDD issue. Can you try another working SSD or HDD and try reinstalling Windows?

Edit: Are you overclocking anything?

I dont have access to another HDD or SSD. I may be able to get a friend to bring his over in the next couple of days.

I could not navigate the BIOS screens properly but took some screens. It appears the HDD is recognized, does this indicate that its fine or could there still be an issue? View: https://imgur.com/a/YrId1AE

Its could be detected but still be defective and have issues.
