Pc frozen/stuck at desktop

I had to restart my pc just before by switching the power switch on the psu on/off. Now the thing boots very slowly, and once on the desktop, takes around 2 minutes for desktop icons to display, and I can not get into setting or open any apps. Please help, I don’t know what’s wrong. Could switching the psu on and off do anything to my system?

hold the power button in for a minute which should turn machine off then give it a minute or two then try restart,
