Pc game BLUR with graphic glitch.

My game has a texture skewing, like it's going into the sky. It happens everytime a car crashes into something in the race, or has affected by any weapon in the game. It goes bigger and bigger until i can't see the race... I can't play it that way. Also, when i type something like "Blur graphic glitch", google thinks of the "blur" effect, not the game itself, so it's pretty hard to find anything. Any solution? My chip is an Intel Chip express 4 series. I know it has a lot of these glitches with intel chips. I'm running windows 10, and i can't get intel graphic driver accelerator intalled. It says my pc doesn't meet the minimum requirements.

One thing you haven't told us is which game you're trying to play.

Also, trying to run any games on an Intel graphics chip is just begging on your knees for a bad time.
