Question PC Games installation freezes or Unarc.dll error

Hi Guys,
I need some experts guidance to troubleshot an issue as from last few days i cant install any games to my PC.
Whenever I try to install any game, installation freezes while rest of PC remains working fine. I did noticed that when this happens Cpu usage also lower to idle like the task has been completed but game installation remain stuck/ freeze.
Another issue is that , in some small sized game installation, an error show up " Unarc.dll is missing...."
I have tried fresh windows installation with 3 different win10 ISO. Also updated all divers, C++, DX10,11, etc. Even changed installation destination folder/ HDD but so solution.
I haven't made any hardware change to setup from some time.....
Games installation/ work fine on other PC..

Setup is (11700 + Z590 + 16GB Ram & 3080 GPU..)

What games, older I'm guessing

I some time have had to go back to the 2010 c++ here to get older games working. If you do put the 64 bit on first than the 32 bit

Fixing “Unarc. dll returned an error code” when installing games

1. Right-click on Installer and select Properties.
2. Go to the Compatibility tab.
3. Here, tick the Run this program in compatibility mode for and pick an older Windows version.
4. Click Apply and OK.

Games arnt that old e.g Cyberpunk, NFS Heat etc.
I have tried above said steps but nothing worked even in compatibility mode...
